Role Purpose:

Provide civil engineering and tunnel construction support for the on-site administration of the assigned construction contracts and ensure site safety and also maintain high quality standard for the works including supervision of workmanship and material testing; and liaise with contractor, external parties and public to ensure smooth progress for the works.

Key Accountabilities:

1. Assist the Construction Manager-Tunnel to prepare tender documentation, participate in tender evaluation and prepare tender assessment report.
2. Review contractor’s submission and the tunnel construction works for compliance to the project standards and criteria to ensure quality, safety and uniformity.
3. Recommend the approval of the Contractor’s work plans, method statements, material submission, testing proposal and specifications for compliance to procedures, process and best practices.
4. Recommend the approval of the temporary works design including the tunnel support system and the temporary traffic management schemes by the Contractor for compliance with the contract and statutory requirements and carry out periodic checks.
5. Coordinate with relevant Government departments, utilities companies, the system wide Railway Systems contracts, and interface works for resolution of conflicts and development of programme.
6. Examine variations in respect of scope, programme implication and cost and negotiate with the contractor prior to making appropriate recommendations.
7. Assess contractor’s claims by referring to the Approved Works Programme against the as-built Programme and the sequence of activities happened on site, relevant site records and examine the appropriate rates and recommend claim settlement.
8. Provide technical direction on material testing and acceptance.
 

You should be a Chartered Civil or Mining Engineer with at least 12 years' tunnelling experience, of which at least 6 years should be at management level. You should have exposure to compressed air tunnelling, EPBM, slurry TBM and hand tunnelling techniques, etc.
